To give an example on how census work :

- you know at one time how many persons are around, sex, age, if they a national or not. Their job, and the type of place they live in. 
- with a second census, you can see of it evolves, who moves in, out or stay.

From all this you can modulate the public services, add schools or limit classes, college, lycées, see for hospitals etc. Add an antenna for social security, social services, city hall dependencies…

To be clear, here in the suburbs of Paris, if you know 2000 people move in on top of the actual population, you'll have to add a primary school for the kids. Just an example.

In my city, We know by this, that A third of the populations is here and stays, another third are young couples, with their first kid and they will move a few years later, and the last third are in retirement and come here to spend their retreat.

My mayor is actually working hard to make our city reach the 50k so he can get a raise for himself… :o)

In the end, yes it has an influence onto budgets, but they don't decide the budgets. ;) It depends all on the way some twisted neo-con has decided to rewrite definitions… ;)
