The government still has to invest several tens of billions of euros 
into the rail network. The Netherlands have the busiest railway system 
in Europe (as in trains per km per hour) and the technology is from the 
early 20th century. Except the safety system (hi Jay!) which is from the 
sixties. 25 kV and ETCS/ERTMS would solve a lot.

But no, instead more money is poured into roads. Hey, and now they're 
not reaching their emission targets. How strange.
