Starter Studio Setup for around 1000 USD/EUR?

Yeah, I think those Kali LP-6’s are a very good bang for the back. Same as Komplete. Lots and lots of sounds. Which DAW is he using?

If he wants to get into synthesis, I’d get a Minilogue XD. Within 1K USD I would not go for physical drum machines.
