Mr D has already covered this but: legally, you have one road user, one lane. So yes, it is absolutely legal for a cyclist to be in the middle of a lane.
How wise is this? It would be extremely unwise to be anywhere other than in the centre of your lane whilst approaching such a busy junction. Anyone who has any experience of cycling (or being in a car, for that matter) on a busy road junction will know that all vehicles need to be clearly and safely demonstrating their intentions using road position/indication etc etc.
