international characters on qwerty-kbd?

Switching the keyboard layout was one of the first things I intuitively tried on my XP here. 
It's a bit unreliable and becomes confusing, sometimes it just switches back and forth and doesn't appear to be very consistent.
I need to see this particular Vista machine again, there are too many variables and I'm getting a bit dizzy.  ;-)
