Yup. Certain councils constantly overstep their authority.

The one report I read was a 12 year old boy nicking a bottle of wine, 
then the council (and certain posters comments agreeing) that this was 
anti-social behaviour demanding the whole family be punished by being 
made homeless (council eviction)

It's bad enough that they will (automated system) threaten you with 
possible bankruptcy over a meagre debt, has happened many times to us 
over tiny amounts, last was £3. I phoned them up and asked for the 
amount of arrears and then told them there was literally no basis in law 
for threatening to bankrupt anyone over a £3 debt. Then said I would be 
in touch and hung up. Useless systems only there to scare the meek and 
steal their f'ckin' cheese.

What next?
Crushing your car for failing to indicate?
House content sales for shoplifters?
Expulsion from school for talking back? (this can happen)

I doubt the council would win if it went to (a real) court, but I fear 
all the courts are paraded by fake judges and poorly knowledgeable staff 
in general (who will nearly always side with 'The Council' rather than 
'Joe Bloggs')

Thankfully, Maggie made it possible for me to buy my council property 
for next to nothing (option no longer available)
That's the only good thing she did for me in particular, though years 
after her reign. The rest of the rot she helped create is what you now 
see ;)
