Yeah, I know about this.

Their first tool comes close, but doesn't let you copy/paste hex code. I 
am stunned that nothing like this seems to be out there. No MIDI GUI 
toolkit? Whoah.

If an enterprising developer were to offer such a product I predict it 
would do quite well as a 0.99 cent app...

The Gordius Little Giant editor includes this function, but nested 
inside an app that's really for something else.
