I think that when people go "On Holiday" it's in order to behave in a
way you normally wouldn't and hence have a holiday from their version of
dull normality (dead end meat packing job?).

Now if the host country's citizens see these people "On Holiday" they
would then naturally assume this is normal behaviour for that person
from country XYZ despite that the tourist wouldn't really act this way
when not "On Holiday".

Of course there are people who act like ar$es all the time regardless of
where they are from.
