I know. It's at the core of the problem that desperately needs a solution.

Laws and systems can be changed. Thatcher could privatise it all, a new 
government could buy it back or control it through strict laws. Just 
because it's unlikely to happen anytime soon doesn't mean it's not 
possible. But if people feel they spend too much money on their cars, 
maybe they start considering public transport and find out that 
something needs to be done about it...
