No. You have to consider how TFT displays work.

Basically you have a big backlight (CCFL or LED) which is always on.  
The level at which this shines determines the overal brightness of the  
screen.

The LCD crystals can let a certain amount of backlight through.  
Depending on the panel, when they are supplied with voltage, they let  
the light through, or they let no light through.

The amount of energy used by this switching is much smaller than used  
by the backlight. So, whether you use a black or a white background  
has no big effect on energy use.

Shutting down or letting the CCFL shine at a lower level does lower  
energy use.

CCFL's do degrade with use... so to conserve your laptop screen it's  
smart to let the CCFL shut off when you're not using the laptop. LED  
backlights apparently don't degrade in time, so then this is not  
necessary.
