If you need that many inputs, I'd go for a solution that supports it 
right from the start. I don't know how well these cheaper solutions 
stack, but I wouldn't have a good feeling trying to word sync up several 
external interfaces over something like USB or Firewire.

For 24 I/O, I'd take a very close look at the MOTU PCI424 range. A MOTU 
24I/O would fit the bill, and you can add another 3 of those later 
without any issues.

I don't have the 24I/O myself, but I'm quite happy with my stack 
consisting of a 2408, a 308 and two 1224. Works like a charm.
