Maximum ram in windows?

I'm not at the office these days where I could double-check, but I'm 
pretty sure it's not a fundamental issue: My slightly older dual-Xeon 
machine at work runs XP and does show all 4GB if I remember correctly.

The only fundamental limitation lies in the address space *per process*, 
which is indeed limited to 4GB, where half of it is reserved to the OS 
(this can be changed to a 3GB/1GB setup).

My gut feeling is that some newer motherboards have a different memory 
bank addressing scheme optimized for a 64bit OS and only a 
"compatibility" mode for the rest, which does impose that 3GB limit. But 
that's purely speculation.
