Definitely subtractive. There are certain specific steps you'll find 
yourself taking.

Typically, when starting from scratch, the first thing I'll do is make 
the amplitude envelope into the rough shape I want. Then, I'll adjust 
the cutoff to the right ball park. Then I'll think about what 
oscillateos I want, and how/if I want to modulate the filter, etc., etc
