Instead of random I'd add shuffle to it.

You can create an LFO that's a division of the clock so 1 bar = 16
clocks or whatever and make a triangle wave from that.  One complete
cycle per bar or 4 bars etc.  Then use this triangle wave to modulate
the clock rate.  Therefore the tempo will be constant over one bar or 4
bars or whatever but introduces a swing.
