White deposit on PCB?

Hey -bar,

I got an old 24” Cinema Display which works fine, but only powers up properly 1 out of 10 times. I suspected the power supply is bad and pulled it out to inspect the caps.

The caps look fine, but the board seems to be covered with some white deposit, corrosion? Picture attached. Does anyone know what this is and could it be causing these issues?

I’ll get some Isopropyl on Monday to clean it up regardless...
