It wasn't like that in 2012, when crowds lurched radioactivity research led to the (totally Fukushima-unrelated) discovery of bottles with radioactive liquids underneath a house in Tokyo...:)

Probably it's also much different in Fukushima and depending who you ask. The people who are invited to german Music festivals to talk about their sound art related to Fukushima may not be the most representative of Japan in general...;-)
