I am seriously considering this, though I don't have a mac on which to do development.  A friend who has a lot of app dev experience doesn't think my concept would be too difficult to put together.  He claims to know a DSP wizard we could bring in on it. 
One app that was pointed out to me on facebook is called Samplr (www.samplr.net).  It looks pretty interesting.
