No.

I believe it was the good old 'breach of the peace', probably with 
something else attached. Obviously, if someone complains about the 
content of your leaflets, it is now a breach of the peace and you get a 
year in prison, heh.

Maybe the local councillors should watch out for extraneous lies written 
in their campaign dross ;)
