No direct experience on this but I maybe looking for something very similar myself.

Plenty on eBay for £250 or less.

I'd avoid Dell, a friend had this problem with his: " Got the new laptop was going great till I started to notice a lot of pops and clicks started to look into it and found out that my model has a problem with very bad dpc latency issues, nice big spike every 3 to 5 seconds regular as clockwork."

The "dpc latency" is important to get down ;)
