Both Saddam Hussein and Muammar Gaddafi ran/run a secular government, 
with highly educated citizens, both men and women. Both have modernised 
their countries thoroughly.

The flip is, of course, that your favourite pastime (criticising the 
government) ;) would imply a visit from the security police.
