They tend to do that, don't they? The FPÖ is a prime example, but there 
are many, many more right-wing extremist party that have split.

The one in the Netherlands has had a good solution for that: the party 
leader is the only member. (Him, and a foundation of which he is the 
only board member, because by law, a political party in the Netherlands 
must have at least two members.)
