You missed out the bit about 10% penalty for late payment, collection 
costs, arrestment of bank or building society accounts, arrestment of 
earnings, inhibition order, bankruptcy (sequestration) and attachment of 
goods proceedings, these are the threats used by local councils in the 
UK when you are 'owing' them even a few pence.

(don't do this. it's unlawful and dishonourable, heh)
