Drum Band - need help!!

Hey all

 

I saw drum band recently at the London Marathon and there are a few
instruments I want to Google.  Anyway, immediately after the marathon I
easily found the info but now I can not remember what the style of band is
called!!

 

After several hours downloading the entire internet, I have found this clip:

So, what is this type of band called?  I seem to recall they are maybe
Brazilian or Spanish decent..

 

Any thoughts?
