It's not a law. It is legislation.
Guidelines, if you will. F'k knows there are gazillions of stupid legal 
instruments and policies that are impossible invented every minute of 
the day by utter incompetents, only doing so under pressure for results 
or because they wrongly think it is correct.

It's only law when it makes moral sense and we all willingly obey it, eh?
