Leaked UK government plan to create "Pirate Finder General"

Since when is a British government minister called 'Secretary of State', 
which is an American phrase? And since when are British government 
ministers unelected? (OK, apart from the ones who have been given a 
peerage and serve as members of the House of Lords.)

That whole article looks a bit fishy to me. A copy of the alleged 
document would have been nice, too.
