Sounds bad. In Sweden they have skipped the "up to" term and now use 
guaranteed intervals instead.

I just changed isp. Went from 24/1 Mbit (which in reality was 14/1) 
through ADSL to 50/10 through my cable provider (which is 51/11 in 
reality :) )

I'll end up at a slightly lower cost once I have changed my telephone 
subsciption as well.
