Whatever it is, the server's bandwidth has been exceeded.  Here's a recent Google cache of an article regarding the supposed draconian proposed implementation of the EU's Telecoms bill.  If any of the stuff in this is true, I really feel sorry for you Europeans.  Thankfully "so far" our congressmen in the US haven't been trying too hard to stifle the free flow of information on the Internet.
