My experience in LA wasn't.  I met many very wealthy people who picked  
themselves up off the streets and made their businesses work,  
successfully.  Of course, that was the 90's, this is now.  Could be  
different after 8 years of Bush; I don't know, I left as soon as he  
came to power.

I would put the IRS up there on the list of reasons why such places  
are needed.
