One of the most annoying Windoze things. Can someone help me?

When typing in Windows, I hit Ctrl-Shift ALL THE F*CKING TIME! I 
do this since 1874 or something.

In 1999 I found out this was the thing responsible for f*cking up 
my typing, so since then I know what to do when I do a smiley and 
it looks like ±/' again.

Does anyone know if there is a way to STOP Ctrl/Shift from doing 
its thing?

I would be most obliged ±/'
