If you count "holding together an impossible coalition and not stepping 
on anybody's toes" as a success, you're right. I don't blame her 
personally for the lack of any sign of progress in Germany, but she'd 
need to break the massive blockade caused by the large coalition to 
deserve the attribute of "extraordinarily successful" in my opinion.
