I can't build your setup here, since I got one with 10.5 and one 10.4  
here.
Looping within th 10.4 helps and I can connect from the 10.5 to the  
Tiger.
And since that's on the same LAN it's not your situation.

Simple question: Perferences/Sharing/Services: did you tick the "Apple  
Remote Desktop" checkbox?
But then again it would say "conection refused" and not run into a  
timeout.
