Well, the Scots recently ejected Labour from the government. It does 
have an impact on how funds are distributed (not that I'd necessarily 
agree with SNP's policies, but that's a different discussion).

Of course, change is slow, but it happens. There's a saying that every 
country has the government it deserves.
