Precisely.
The only way to be sensible about this is to focus directly on the TAX.
It is the TAX rules on fuel and rules on public transport which is 
crippling it, not the price of oil.

I mean, how hard is it to alter the taxation so that the food industry, 
public transport, hospitals and care (insert other deserving industry 
here) ALL get concessions on the TAX on fuel with strict coherence to 
passing on the savings, in part, to everyone?
