<p>Looks like flux that hasn't been properly cleaned off.<br />Unlikely to cause the issues, and IPA should get rid of it.</p>
<p>Look for black rings/lines around solder joints, this is a bad joint, a quick reheating of the joint should resolve it.<br />Usually places to check are capacitors in the PSU.</p>

<div>I got an old 24" Cinema Display which works fine, but only powers up properly 1 out of 10 times. I suspected the power supply is bad and pulled it out to inspect the caps.<br /><br />The caps look fine, but the board seems to be covered with some white deposit, corrosion? Picture attached.
