White deposit on PCB?

Looks like flux that hasn't been properly cleaned off.
Unlikely to cause the issues, and IPA should get rid of it. 

Look for black rings/lines around solder joints, this is a bad joint, a
quick reheating of the joint should resolve it.
Usually places to check are capacitors in the PSU.
