no, i'm rusty on this stuff....

it's the correct part. the UB suffix is correct, and each inverter is
formed from two fets.

i'm intrigued why the circuit doesn't work.

if you pull the inverter input low (pin 3), the output (pin 4) should go 
high
if it can drive a 4K7 resistor and do this, then both transistors in the
inverter are okay.

check the resistor values and the voltages i mentioned in the other email.
