Private windmills are build in Europe for more than 30 years. The serious DIY one is based in Scotland and giving courses all over the world.

Now there's regulations, but I know only those for France (it may be based on a european directive) that are:

- up to 12 meters, a simple declaration at the townhall. But a neighbor can still be a pain in the ass.
- higher than that, you need an impact study and a building permit, with lots of papers. The neighbor WILL be a pain in the ass save if it's a common project.
