You can also look at the evolver's manual. It's got a pretty good range of
clock dividers/multipliers.

There needs to be a way to get a triplet stream out for sure... but  
also a way to make it 16 times as fast and 16 times as slow. So  
perhaps bundle the divisions up? Make a switch for the 32x 16x 8x 4x  
2x 1/2 1/4 1/8 1/16 1/32 and another one with a 1 2/3 1/3?
