Vocal Effect - how do they do it?

Hey all - Happy Easter

 

Any thoughts on how to get this vocal effect?

Obviously there is a lot of pitch correction going on, but what about the
granular stuff?  Is this just extreme pitch correction?  Sounds slightly
different to me..
