Revolutions happens when moderates and extremists join to a common  
cause. A revolution is also the fastest way to replace the domination  
of a social group by another, note that it never change the real  
nature of the government (sociology basics).

To follow on the French Revolution, the Terror is only the 1792-94  
period and it's very difficult to tell if the best in the whole  
Revolution outweighs the worse or the opposite. Now the constitution  
of the First Republic (never used as the Terror took place instead)  
is maybe the best constitution France ever had… (sigh)
